I just dial and go...the display gives me the accurate boost level. As far as safety, you are supposed to do a trial run at a relatively low boost setting, (i.e. the knob at a quarter turn) and gradually move it up after you make some 3rd and 4th gear runs. Now, I've pretty much got the thing memorized, and since it has settings for 2 boost levels, I just set it and forget it. Setting "B" for daily driving....setting "A" for the track and rice and to wake me up in the morning on the way to the gym. :) As for setting your boost controller levels, i know with mine you have to turn the knob ALL the way counterclockwise (to the left) hold it there for a second, then turn it to your desired boost level. then just push the knob in and you're set. This might be the case with yours. Email me.
